Both parents were educated only to the seventh grade. She has an older brother, Charles Jr., and two adopted brothers, Harry and Howard. Quivers was born on August 8, 1952, in Baltimore, Maryland, to Lula Louise Quivers, a homemaker and housekeeper, and Charles Quivers Sr., a steelworker at Bethlehem Steel.
